Here is what I did to fix it:

1. I moved the env_cubemap to the center of the water brush and 64 of the smallest units above it. You had yours a lot farther up and a bit off-center.

2. Re-did your displacement. Like i said before, only ONE face of the brush should be turned into a displacement. If you have the entire brush selected it will lead to problems later on.

3. when you make a displacement, you need to make sure it is not on the very outside of your map otherwise it will leak! I added a brush of the nodraw texture under it to keep it from leaking. Whenever you have a displacement on the outside, you need to put a brush behind it otherwise it will leak!
